Development Manager

Salary: £50k - £54k.

About the job?

Working as an integral part of our Business Development team, the role of Development Manager is to sponsor the delivery of GWR's franchise obligations, and third party funded property projects across our network. You will identify key project requirements, secure funding, provide oversight for delivery and interface with the end client and wider business to deliver benefits for our customers.

What will be your main responsibilities?

  • To oversee the delivery of assigned projects, progressing schemes identified by the Regional Development Manager or elsewhere in the business.
  • Identify key project requirements and secure agreement and consensus to project aims and scope from business and third parties
  • Co-ordinate business inputs to projects and schemes, ensuring a joined up GWR approach and, where relevant, a joint approach with Network Rail
  • Provide key interface between project teams and third-party stakeholders and funders
  • Prepare Funding Agreements and Capex's, and ensure business sign-off
  • Develop Network Rail commercial agreements
  • Deliver necessary land transactions to support developments
  • Ensure preparation of and approve key project deliverables including but not limited to Disability Impact Assessments and Route Requirements Documents for projects
  • Agree procurement strategies for individual projects and support the procurement process where required.
  • Track data from financial scorecards, working with the Project Manager and monitor progress against cashflow and stakeholder requirements, and commencing intervention and risk mitigation at an early stage if projects are not on target
  • Prepare timely claims that maximise third party funding.
  • Track compliance with third party agreements and the GWR Franchise and instigate corrective action where necessary
  • Input to GWR and FirstGroup periodic and quarterly reports including but not limited to Rail Business Review and other Boards
  • Monitor project team compliance with timesheet recording, escalating where necessary, and maximise recoverable time.

Who are we looking for?

  • A strong communicator who can lead cross functional project teams providing clear instructions and direction
  • Able to manage demanding workloads with multiple competing priorities
  • Able to understand contracts including identification of responsibilities and key risks therein
  • An excellent negotiator with strong influencing skills and be a natural problem solver
  • Able to demonstrate risk management skills and can confidently use all Microsoft office packages
  • Committed to effective communications and delivering the best service for our customers

What skills/qualification/experience are required?

  • A relevant degree or appropriate professional knowledge and experience
  • Excellent written communication skills and ability to produce meaningful reports, business cases and present financial information articulately
  • Experience as a project sponsor and / or key interface between project teams and end users
  • An understanding of the Network Rail processes and how they apply to projects
  • An understanding of the principles of commercial negotiations and contracting
  • Experience of managing and constructing a budget
  • Experience of preparation of, or significant input into, funding agreements and Capex's

About the location?

This role can be based anywhere on the GWR network, however a degree of travel across the network will be required to meet with colleagues and to understand development sites.   

Working Pattern?

  • Monday to Friday, 37 hours a week
